Will taxes rise in Winnipeg?

Can Mayor Katz freeze Winnipeg property taxes for a 13th straight year? After announcing he will run for mayor again this fall, he said he will do just that. Some of his colleagues on city hall, however, have different ideas. Colin Craig says many Winnipegers can't afford for taxes to go up again.
