Taxpayers shine light on big-spending Saskatchewan municipalities

Author: Gage Haubrich 2026/10/22

SASKATOON, SK: The Canadian Taxpayers Federation released a report analyzing the per-person spending of Saskatchewan’s cities and towns.

“Taxpayers pay the bills and they deserve to know how their mayors and councillors are spending their tax dollars,” said Gage Haubrich, CTF Prairie Director. “And they deserve to know how much other municipalities are spending in comparison to hold their local politicians accountable when they spend too much.”

For Saskatchewan’s two largest cities, Saskatoon spent $3,254 per person in 2024 compared to $3,011 for Regina, according to the report.

Since 2020, Saskatoon increased per-person spending by about four per cent. Regina increased it by 15 per cent.

Among the province’s smaller cities, Swift Current spent the most at $3,777 per person. Warman spent the least at $1,858.

Gravelbourg spent the most of any town at $4,367 per person. Ponteix spent the least at $1,570.

“Municipalities that spend more per person should copy those that spend less,” Haubrich said. “Municipalities should use those savings to cut taxes and let taxpayers keep more of their own money.”

The data for this report comes from the Saskatchewan government’s online portal for municipal financial statements. After years of pressure from the CTF, the Saskatchewan government finally posted provincial municipal financial statements online.
